My experience shows that raccoons love the rain and love to play in the rain and mud. Rain also brings a lot of earthworms and grubs to the surface and these are some preferred foods of raccoons.

Yes, raccoons may be active when it is raining. heavy rain will often bring earthworms and grubs to the soil surface making them easy prey for the raccoon.
