The Christmas Cracker originated from Germany. The Germans had a old tradition that on each Christmas Eve each person would first sniff a cracker of choice, then drop in a cup of animal blood. That night they would then eat the animal that the blood came from, and then in the morning they would eat the cracker. So this eventually evolved to the now-a-days Christmas Cracker.
The only possoble way to 'produce' a new partyhat into runescape is to open a Christmas cracker. Otherwise, you will have to save up to buy a partyhat from the G.E. It is unlikely the price will drop unless if 100 Christmas crackers were opened and 40+ were of the same colour. Christmas crackers can be obtained only by player trading or G.E. They were obtainable a few years ago when it was raining Christmas crackers and partyhats were only 1gp back then.
Well, I wouldn't exactly say 'make' a partyhat but a new partyhat can be introduced to the game by cracking a Christmas cracker. Sadly, it is not possible to introduce new Christmas crackers to the game so the price for crackers will never drop again unless it is possible to get new ones.
You can't it is only available in the Christmas Event on Dec 25 2001 now you can only get it by trading at the Grand Exchange. Note: This is a very rare item and there are only a few left out there in Runescape.
The most expensive drop you can get on runescape is the corrupt dragon battleaxe at 3.9m

There is an Old Myth about On a Holiday day such as Christmas if you kill White Knights they can drop Rare Items. I don't know if its true but its better than nothing :-) Sincerely: MYSELF =p
