That is all dependent on what you believe. Some people believe the answer is yes, and some no. In my opinion people who tell you that just want to be upset about something all the time and to blame someone for their problems and so they use religion as an excuse to dictate other people. Religion is something open for interpretation though.

You cannot. According to Judeo-Christian thinking, hell is the punishment for one's own misdeeds. If someone were to go to hell, it would be in judgment for their own behavior, not because you sent them there.
