It is an electronic speedometer. the sensor is located on top of the transmission. When I looked into getting a new one for my 89 it was about $80 new.
Check the fuses near the drivers left foot
When those things on my 92 B250 did not work, I replaced the speed sensor located on the transmission tailshaft and that fixed the problems. Hope that helped! The speedometer signal coomes from the ABS computer via the rear axle speed sensor. That is the sensor on the top of the rear axle.
