Yes, the 40GB PS3 does have built in wi-fi.
Some versions have wifi built in other need it by usb ports when the ps3 came out the 20 gb was almost bare bones compared to the 60 gb version which has more features than the current 80 and 40 gb ps3's and a built in wifi card

No it does not. A reason could be because customers require different length cables ( I needed 40 Foot of Cable) or if they have WiFi may not require a cable at all.
