No. When cataclysm hits, it will change everything. Do not worry though, you will not have to do anything, people who do not purchase cataclysm right away will still be able to see the new azeroth. the world will change for everyone. you just wont be able to make the new races.
Blizzard Entertainment still has yet to release a solid release date for Cataclysm. Rumors and speculation have it set to be released in the latter part of 2010, but Blizzard, typically, will not confirm or deny this. Cataclysm will feature a revamping to old-world azeroth (along with flying), new raids, re-crafted zones, the addition of two new races (goblins and worgen), professions getting more recipes and the removal of specializations, and much more.
Officially, you will need to purchase Cataclysm in order to learn the ability to fly in Kalimdor and Azeroth. However, there seemes to be a loophole that if you try the Cataclysm trial and learn this ability, it will stay learned even if you do not buy Cataclysm itself. This of course is in itself a bug, and any abuse of it may be punished or reverted by Blizzard - if it hasn't been already.
Yes, Mount Hyjal will be accessible in Cataclysm when it hits the stores. It will be for high level characters to level in. There will also be an instance located there.

If you want to play the latest expansion, you have to have all previous expansions installed. In order, these are: 1) The Burning Crusade 2) Wrath of the Lich King 3) Cataclysm If you have Wrath of the Lich King installed but not Cataclysm, you can only level to 80, do not have Worgen or Goblin options to make new characters, and cannot access the Cataclysm zones (Hyjal, Twilight Highlands, Deepholme, and so on). Otherwise, the game works just fine and you can play all content up to and including what was released for Wrath of the Lich King. Note that the changes to the old world (Azeroth and Kalimdor) are changes to the base game, so anyone will have the new quests and dungeons from level 1-60, regardless of what expansions they have installed or not.
