Probably depends on which one you go to, but most of them should be nice because they want to get paid. You could try to comb it out before going, or if you just want it all cut off, you can tell them that up front... they don't have to work at untangling it, they can just shave it.
I've had long hair most of my life, and it gets matted easily if there is even a tiny bit of wind. It is tough to comb out, and sometimes painful, but taking care of it regularly makes it easier to deal with each day.
If you have gum or some other substance in your hair, you might want to call ahead and ask if they have a way to get it out without cutting.

You can make dark brown hair blonde by dying it. The easiest and most expensive option would be to go to the hairdressers. Alternatively, you can just go and get home dye kits.
Do you use a lot of hair spray or had a fun day in the wind/sun? Those could be two reasons your hair is matted after just one day..I would suggest using a shampoo that cleans built up product it is specially made to make her crisp and clean and then use a very hydrating conditioner.
