A screeching noise on your iPad when entering an app might be due to a software glitch or a problem with the app itself. It could also be related to accessibility settings, such as VoiceOver or audio feedback features being enabled. Ensure your iPad's software is up to date and try restarting the device. If the issue persists, consider uninstalling and reinstalling the app or checking for specific settings within the app.
You will not be able to remove VoiceOver as it is part of the system. You probably tried deleting the VoiceOver Utility which is software to configure the use of VoiceOver. You can turn off VoiceOver from the Universal Access section of the System Preferences by clicking on the Seeing tab.
