Not really their a cartoon but you could draw them as anime and the picture would be really similar I think your seeing their eyes as what is anime

"Lilo and Stitch 2" was released in 2005.

Chris Sanders co-directed Lilo & Stitch as well as provide the voice for him, he has voiced Stitch in everything, except the new anime which he wanted no part of. He is currently working with Dreamworks, directing "How to Train Your Dragon".
This might not work but Hulu.com sometimes have full episodes to cartoons and stuff, it's free and no viruses.
I hate to say it, but this anime will forever and always be in Japanese and will probably never come out in the US. Sorry!
