Yes. Just as a clarification though, while the Treasury prints money, it is the Federal Reserve, a pseudo-independent branch of government, that dictates monetary policy. Government has no choice but to print what they are not able to borrow to make up the shortfall (mostly from other countries such as China). When the US dollar rapidly depreciates relative to other currencies, this is a pretty clear indication that the domestic monetary supply has increased relative to other currencies. Unfortunately the Treasury no longer reports data on money supply. According to Ron Paul's book: "The [United States] Federal Reserve now no longer reports the figures on M3, the total money supply. Spokesmen claim that among the reasons for this change is that it costs too much money to gather these figures--this from an institution that creates however much money it wants, is off the books, and is never audited. To the contrary, the real reason we don't get these figures anymore, I am certain, is that they are all too revealing. They tell us more about what the Fed has been up to and the damage it has been doing to [the United States dollar] than they care for us to know." - The Revolution: A Manifesto, Ron Paul (2008).

The Executive branch. The Treasury Department is one of the members of the Executive Branch. Its Internal Revenue Service (IRS) collects taxes, and other divisions print money and mint coins, collect duties on goods imported from abroad, and regulate alcohol, tobacco, and firearms. Coins are produced by the United States Mint, while paper money is produced by the Bureau of Engraving and Printing.
If the money is not backed up by something, it is just paper. The US used to back all of its paper money with gold or silver. Just printing money without something to support it leads to rampant inflation.
