Quite possibly. There is no way to predict solar flares with any accuracy more than about 18 HOURS ahead of time, and you're asking for 18 MONTHS, so the honest answer has to be "We don't know."
But this is the rising slope of the solar cycle, and by December 2012 we could be approaching the peak, such as it will be, of Solar Cycle 24. This cycle was late getting started and so far is quite mediocre in activity, but there is certainly a chance of major solar flares on December 21, 2012. (However, it will have NOTHING to do with the supposed end of the Mayan calendar cycle and the superstition about a cataclysm which may or may not be predicted.)
