the company has not said yet. You can not find that answer on the web.I have heard that they are thinking about it since warcraft was a big hit. But there has been no word about it. If they do star making warcraft 4, then it will probably come out in 2011 or 2012.
It has been out since 1994. 'Warcraft : Orcs and Humans' was released in 1994, followed by 'Warcraft II Tides of Darkness' in 1995, an addon for Warcraft II, 'Beyond the Dark Portal' then 'Warcraft II: Battle.net Edition', followed by 'Warcraft III Reign of Chaos' in 2002 and it's addon- 'The Frozen Throne' in 2003. 'World of Warcraft' (online) was released November 23, 2004 and it expansions include: 'The Burning Crusade' (2007) and 'Wrath of the Lich King' (2008).
Warcraft 3 and World of Warcraft both have a T rating.

According to all info available- never. The DS is too limited; the latest expansion to the game now causes the disk requirements to be 15 gigs, 1 gig of ram, a Pentium IV Processor (1.1G minimum) and a DVD player (to install the game), plus 128 meg minimum video card. You may however see a new Warcraft (which is not World of Warcraft the online game).
