Most likely no, Akira Toriyama has not said anything about new Dragon Ball GT nor any other Dragon Ball series to have new episodes. However Dragon Ball Kai is going to be airing soon and it's redone episodes of Dragon ball Z. ************SPOILER ALERT************ In case you don' t know I'm going to spoil the end of DB GT. In the end Goku saves the world by killing Omega Shenron with a Spirit Bomb. Then he goes off with Shenron and probably will not come back. There is also a special where Pan is a grandmother and has Goku and Vegeta Jr. as her grandchildren. Who knows though maybe they'll go off that.

As of now, there are no official plans for Akira Toriyama to create more episodes of Dragon Ball Z. However, new Dragon Ball series such as Dragon Ball Super have been released with his involvement, so it is possible that there may be more content in the future.
Dragon Ball Z, the anime, was making new episodes at the same time the manga was being created. So, the anime had to have filler episodes with just talking, more fighting, more charging, more struggling, nothing really happened because they made new episodes quicker than the manga. They recently redid the show called Dragon Ball Z Kai, which is the same show except that they just took out the filler episodes. They used the same animation but redid the voices with the same voice actors (for the most part). If you want to get into the Dragon Ball series, I recommend the redone version, Dragon Ball Z Kai.
