Yes, you can. It needs to be the same system (XBox) and if the patches don't match, there may be a problem. Just run the game the save came from and update the patches. Resave the game after installing the new patches and then attempt to use them. If you don't know about patches - they install when your XBox is connected to the internet and you try to play the game. So unless you last played the disc version a long time ago and are now trying to use it on the downloaded version - it probably won't be a problem.
I played both, and I would recommend Skyrim. There is simply much more you can do in it.
Both. Skyrim has more modern graphics and mechanics, is longer and is less repetative, but playing Oblivion adds another layer of depth to the world of Skyrim. For example, Margret is visiting Skyrim from Cyrodil, the main location in Oblivion, and simply knowing about the location where she comes from makes it more enjoyable. If you can only play 1, then make it Skyrim.
