Mutants aren't as common in new Vegas as they were in Fallout 3. The two largest locations i know of are Black Mountain and Jacobs Town. Jacobs Town is in the northwest of the map, look for the large crater on your pip-boy. Black Mountain is NorthEast of goodsprings, again look on your pip-boy this time for a raised portion

You can find friendly Super Mutants west of The Strip, Which is called "Jacobstown" And they're on the snow capped mountains. And how you get up there, there is a trail, if you zoom in all the way on your pip boy or pimp boy, and there is a little trail, that's the only way to get up there.
