The White Forest is in pokemon white and Black City is in pokemon black. They are the same thing but the only difference is you can't catch pokemon in the Black City but you can muy lots of cool stuff. In a nutshell they are the same thing but just a little different bacause of the different games.
Tornadus cannot be caught in Pokemon white. He can only be caught in Pokemon Black, in the same way Thundurus is caught in Pokemon White.

You can get both, but it's easier to stick with one. I really enjoyed Pokemon Black, but Pokemon White is the same thing, except the Pokemon are different during the story line and some of the locations are built differently. You can always trade for the Pokemon White Pokemon that you cannot get in Pokemon Black. Or if you got Pokemon White then you can trade for the Pokemon Black Pokemon. It's easy. I wanted to improve this answer, because really nothing's a big whole change. The story is the same and the trainers are the same, so is their Pokemon. So yeah. In the Pokemon game, The two have the same ammount of pokemon to catch. My preference is the black Pokemon although it varies to many.
