Probably not. Because they are used for illegal piracy Nintendo are dead against the use of them, and they have built a function into the 3DS which can detect when one has been used and render the system permanently unusable.
There are many R4 3DS cards in the market currently, but all of them can only run DSi games on 3DS console. They are actually DSi cards.
But the flashcard manufacturors are trying all the time. I think the 3DS will be jailbreak later, and the real R4 3DS card will come out very soon.
