No, you don't have to. I am max-level in league of legends and have never paid a dime. Many do, however, buy things called RP which can be used to purchase champions (characters in the game) and skins (makes them look different). Other than that, everything is free.

to get rid of some of the frame rate, go to options, and change the graphics to fast, then change render distance to normal, then change the frames per sec. to max. i almost eliminated it from my game doing this
