No. There are babies that you can feed, change their diaper, etc. but there are no toddlers. The baby will change directly to a child. There are rumors that toddlers will return in a future expansion pack.

The Sims does not have a Sims 4 and Sims 3 is not for the PS2. If you want to use a number for the word "for" stick to text messages or at least use it where others do not use numbers in there questions
As of June 2015, there have been no plans announced for The Sims 4 to be released on the Nintendo DS. The Sims 3 DS version was released over a year after the PC game, so it is likely there will be a version of The Sims 4 released on DS at some point.
