Its a bug, go onto the Apple website and look for help, you can reboot your system by holding the off button on the top for 5 to 10 seconds, if that does not help, call the Apple helpline; the reason its happening is because something else is going on with your iPod, or the obvious one, your button is jammed.

That happened to me when i first got my ipod touch u should call apple customer service and they will help you. You can also delete all of your apps then download them again.
