It is very possible. I've done it once, but unfortunately, I never got a chance to go to any special events to get Mew, Lugia, Ho-oh, Celebi, Jirachi, Deoxys, or Manaphy, so it wasn't a true pokedex. If you can find special events where people are giving away each of the Pokemon listed, you could definitely do it.
