Why do they give you 20 years of jail to people that do drugs insted of giving it to the people that sell it?
police only arrest the crimanals but in your case if your saying if they bust a dealer they cant put them in jail for as long because they don't know if the criminal who sold it was actually smoking it. whearas if they bust them smoking or smuggling the drug they have the right to put them in jail.
