You have to impress Bungie. It is very difficult i have been trying for months. i have got 8 perfections in a row and still nothing. Another way is to work for Bungie, this will also give you the Bungie Chestplate. If you wear that with the Recon, you will have Flamin Recon. PS: Recon is relatively ugly.
