If, when trying to start your computer, you get a message telling you that the file HAL.DLL needs to be re-installed, this indicates that HAL.DLL, a system file ("HAL" is short for "hardware abstraction layer", dealing with the way the computer interfaces with physical devices) has been deleted or is damaged. Whatever the reason, the file can be reinstalled from your Windows installation disc.
