In most cases it is probably just the level sensor, which is located in the washer tank. Fairly cheap part I think

Most washer bottles or reservoirs are located under the bonnet in the engine compartment, they are usually made from opaque plastic and you should be able to see the fluid level inside, if you can lift the plastic top and add washer fluid if it needs topping up.
The 2001 Villager washer fluid level sensor is inside of the washer fluid reservoir. The sensor can be access through the bottom of the washer fluid reservoir.
R/window wiper and washer are two separate things. Washer is simply a pump that squirts fluid onto window. First, have you checked the washer fluid level? How about the fuse? When you push the washer button can you hear the pump running? If not, possible bad pump, fuse or button. If so, maybe the pump is clogged or fluid delivery tube is plugged or disconnected. I can't be certain but I'd bet that's low windshield washer fluid level. It can refilled and the container is under the hood.
If the windshield water pump is not working either the fuse is blown, pump has failed and needs replacing, problem with the wiring to the pump, washer fluid level is too low, washer hoses are disconnected or crimped, or the orifices near the windshield are clogged.
Be sure what you are looking at is the battery symbol, it may be the windshield washer fluid level indicator. I replaced the battery and the light kept coming on; then I looked in the manual and the indicator was washer fluid low.
