No i would use screen wash. Regular washer fluid has something in it that keeps it from freezing as quick as straight water would. If it gets extremely cold it may get slushy but will not freeze to the point of breaking the washer jug. There is winter washer fluid that I assume stays liquid at lower temperature's.
You may need to change the indicator bulb, that's what was wrong with mine.
I'm not exactly sure, but I have this same problem (well I call it a problem anyways). One forum told me it the windshield washers fluid low level indicator, and remember, there are 2 separate tank for the fluids; one is in the back. Another forum told me is a radiator coolant low level indicator. Either way, I have both toped off and still the light stays on or sometimes blinks on and off - I wrote it off as a bad sensor. I would recommend checking both you windshield washer and coolant fluid levels and toping them off... in your case the sensor may still be good and perhaps this should do the trick... hope this helps...

The windshield washer fluid light will (ok, should) turn off automatically when you refill the reservoir. As your owners manual mentions, you can use plain water in the reservoir (distilled suggested) if you live someplace where freezing temperatures aren't an issue. A commercial antifreeze additive or the fluid (usually blue or pink) available from any auto supply store should be used if sub freezing temperatures are expected. Some of the commercial products also contain a window cleaning solution to help remove bugs etc. Side note: Be sure you add water or windshield washer fluid to the correct reservoir. There are lots of caps under the hood (you've probably noticed). You'll find a diagram showing exactly where the washer fluid reservoir is located in your owners manual or look for the cap (passenger side front of engine compartment) with an icon that looks a little like a windshield with wipers. Windshield covers can be made as simple as cutting some thick painters plastic to the size of your windshield and placing magnetic strips around the edges so it stays secure to your car. Or you can buy a windshield cover that is generally made from a UV resistant cloth fabric.

If a windshield wiper switch on a 1995 Buick Riviera stays on when in the off position, it might be the fault of the windshield wiper relay. It could also be that the switch itself needs to be taken off and reset on the dial.
