Usually it is part of the wiper motor.
The windshield wiper switch is located underneath the windshield wiper lever. Remove the upper and lower steering column to gain access. Loosen the mounting screws and unplug the switch. Pull off the switch from the steering column.
Possibly bad wiper motor, bad park switch, or bad wiper switch. Electrical short also possible.

The three wires are the ground wire, the hot wire that runs through the switch and is energized only when the switch is in the on position and the third wire which is energized anytime the ignition switch is on. This circuit allows the wiper arm to go to the "park" position when you turn the wiper switch off. If you turn the ignition switch off while the wiper is in operation it will stop immediately and not continue to the "park" position. When the ignition switch is turned on again, the wiper will return to "park".

The 1995 Buick windshield wiper relay switch can be found in the fuse box. The windshield wiper relay switch will be in the third column, third from the top.
It's possible that the wiper switch is bad, but most likely it's the wiper motor itself. Wiper motors have an internal switch that only turns off when both the manual switch is turned off AND the wiper blade is in the park position. If the wiper motor cannot sense that it has hit the park position, it will run continuously.

The Park switch is located in the wiper motor housing and is not replaceable. Please go to local junk yard and get another wiper motor and install. Please note the plastic switch components are a poor design and made with brittle plastic. Also please use a lubricant from a hobby store that can be used on plastic components and won't make the plastic more brittle. Thank You for asking. Jim
Probably because the park switch in the motor is bust. This supplies the motor with electricity (after you switch off the wiper) until the wipers are parked (i.e. returned to off position).
