Well, it depends on which Pokemon you like more. Of course, HeartGold has Ho-oh and Soulsilver has Lugia. But you can catch both of those Pokemon in each game. It comes down to the smaller Pokemon, like Weedle and Caterpie. Soulsilver exclusivley has Weedle in the wild, as Heartgold has Caterpie. There are a couple more Pokemon only on each game, but I'm not sure if what I am thinking is correct. So, try to make your decision based on that.
