You can use any materials that you feel comfortable with or have experience with. However, I would suggest a flexible material such as clay or mache. A round container or bowl could be a form over which you could built the dome. The occulus would be easy to cut into the damp material. The stairs and pillars could be made with folded or cut strips of the clay or mache.
