Officially, Windows Vista needs a minimum of 512 MB of RAM, and 1 GB or more is recommended. Unofficially, people have run Vista on as little as 192 MB of RAM, although this performed too poorly to be of any actual use.
Then you should have twice as much RAM. But you still have too little for Windows Vista...
Anything less than 1.5 gigs of ram is too little to run vista well, or you have too much other stuff running while running vista.

You can't, Vista Basic does not have it. It's not that much better anyway. The "windows flip 3D" thingy is pretty useless too, it's like a fancy version of Alt + Tab, plus it gets boring fast
Vista was and is a disappointment as an operating system. Many, many people refused to buy Vista, to the point that many computer manufacturers started selling their machines with XP again, with Vista as an option.
Chrome can be run for Windows Vista. It can work it's latest editions too without any hassle.
