Check to see if your computer is behind a firewall, windows firewall sometimes blocks the blizzard down-loader.
Normally when Blizzard has a new patch for wow then it updates itself automatically. The current patch number is 4.2. If you are using any other version of World of Warcraft, then you are not playing on the live official servers. When you press play wow. It wont let you press the play button. It will download "updating" tools and then it will start the download of the actual patch. When that bar is red then you cant play, when it goes yellow then you can. When its green would be the best time to play if you don't want any complications with your gaming time (like lags, etc) .

You can't really stop it..I mean you can stop/not download it if you want but that wouldn't allow you to play the game. I am not sure if this applies but there is an option to let the patch download after you quit the game. You can do that by opening up the WoW launcher and then clicking on options. If you're playing on a free/private realm then you don't have to install all the patches.

The absolute latest content patch is 3.3.3. The size is near 1.6 gigabytes. There is one small one after that which was to fix a few specific errors, but that one is only 140 megabytes or something like that.
you can not skip updating patches in World of Warcraft. They are incremental. You have to apply them in order. The client usually takes care of applying patches anyway so just let it do its job.
