An antagonist is definitely always a person. I'm not really sure how you would use the word antagonist (basically and in lower level terms, meaning a bad guy) describing a difficult situation. When I think of a difficult situation (and it's especially difficult), I would use hopeless or futile. Or maybe some more elaborate. !Oh, if you are still not sure, you can look up the word at dictionary.com and create your own solution. Warning: If you are to use the word describing a situation, I would think it'd be more of a character's weird diaolgue. So, be careful how you use it if you're writing an essay of some sort.
