A cheap set of 20 inch rims would not be that much worse than an expensive set of rims. The quality of the rims and brand would dictate the pricing range of the rims.

You might choose 16 inch rims over 17 inch rims because the cost would be lower with the smaller rim size. The cost of tires would also be less.

If they are 31x10.5x15 then yes, but they would fit better on 15x8 rims.
