If a bluebird is at pet store, possibly. If you want a wild one then most likely not, but you could try. If you want a bluebird either way check out Birds For Dummies available in Petco and different book stores. Let me go over the basics.
1. You will need a bird cage, preferably one for good space for toys, hanging items, and nice flying room. It should be a cage made for birds.
2. Food. Available in Petco, Petsmart, and humane societys.
3. Water... Duh!
4. Poop scooper. (Birds will most likely not be litter trained)
5. Knowledge. (Another duh) Make sure you have a book that will help you.
6. Toys, hanging bars, and beds (sheets, hammocks). Make sure that its comfy for your bird.
7. Maybe even a playmate (another bird).
8. Time. You want time to love, take care of, and relax your bird.
9. Willing to do dirty (poop, pee, and throw up cleaning) work.
10. TIP: You probably want your bird to be neutered/spayed. You probably shouldn't try to breed your bird(s).
