They eat rodents so they could be capable of eating a small dog. If they were going to attack a dog though, they would probably just injure it, not eat it.
This is a common stereotype. The only time a fox would ever consider attacking a dog if it was threatened, but the chance that it would kill your dog is slim, and the chances that it would eat your dog is even slimmer.
