I would suggest that you unplug the lights right away. It sounds like there is a couple of bad splices in both of your receptacle outlets. The outside outlet should be a GFCI type and it should have tripped. Get a qualified person to check the connections before you plug the lights in again. You should be able to load the circuit wattage up to a point where it will trip the breaker, but even under these circumstances the receptacles should not get hot.
I don't know about an extension cord, but they do sell plug adabters. You can pick them up at any hardware store or even Wal-Mart. They are ussaully grey or orange , and look like the plug end of the extension cord. One end will have the 2 prong, the other side will have the slots to plug in the three prong.

A break in the electrical wiring inside the cord - usually it is right by the male end that you are plugging in to power - so a replacement end can be put on the block heater cord ( those flames sure can startle a person ! ) After it happened to me , I always made sure that I plugged my block heater cord into my extension cord before I plugged my extension cord into the electric outlet

I know that truck inside out and outside in. The engine and body are Grounded directly to the chassis. You can groundany audio amplifier to the floor of the truck and you have EXCELLENT ground to provided to that amp!
Horn button likely to have problem inside-whenever grounded circuit is complete and horn blows. If spring wore out or wire is loose or something it can stay grounded
