Why is it important for the nuclear membrane to be broken down during mitosis?

The nuclear membrane breaks down during prophase, while the Deoxyribonucleic Acid (DNA) The nuclear membrane must break down to allow the chromosomes to be pulled apart and away from the area of the former nucleus towards the pole where the daughter cell will be formed. If the nuclear membrane did not break down the spindle fibers would not be able to reach the chromosomes and they would not be moved towards opposite poles of the cell.

Does toxic waste eventually disintegrate?

Yes, in a way it does, but it does not rot away for hundreds of years, and when it does, it leaves a residue that can be damaging... just take a look at Hiroshima after the nuclear bomb was dropped on it. The residue of the bomb was left in the soil and people living there breath it in every day, resulting in many birth deformities and such. Hope this helped :)

Could nuclear winter stop another ice age?

No. A nuclear winter (by its name) is a cold period brought on by dust and debris in the atmosphere blocking out the sun after a nuclear explosion. This lack of sun would cause the earth to cool dramatically depending on the size of the blast. If a nuclear winter occurred we would be heading into another ice age rather than away from it.
