In theory a snake CAN eat anything that fits in its mouth. However, there are no native snakes large enough to eat a wolf anywhere wolves are also native.
Absolutely not ! A garter snake would never grow to the size necessary to be able to consume a wolf !

The frog and trout could eat the grasshopper. Raccoon eats the frog, the grasshopper and the trout. Snake eat frog and mouse.
