A tornado is a very localized short term storm that impacts a path of, at the most, several miles. In that region it can kill few dozen people and destroy a few million dollars of property and services.Blizzards have impacted areas as large as the entire north east of North America. They last for days and tie up roads, power lines and cities for days or weeks. Although the death toll is usually under a couple of hundred people the loss of tens of thousands of farm animals and billions of dollars worth of infrastructure and commercial losses is not uncommon.

Some comparisons are difficult to make due to the different forces and consequences. Like a comparison of a mosquito and a tiger which is more dangerous the answer could come down either way depending on the attributes of a singe individual or the whole of human experience in any year.
