There are relatively few platform-specific codecs. As long as the codec you use for your video is available for Windows (most are), the video can be played. If you are targeting a wide audience, you may want to make sure you use a more common codec, such as MPEG or WMV, that is supported by default on Windows.
They can't work on earlier systems since codecs used to create the document in Windows Live are not available on Windows 97. You would have to download the appropriate codecs to be able to use the video in that system version.

Army Men RTS is designed to work with Windows 95 all the way up to Windows xp. I personally have tested it on Windows Vista and Windows 7 Home Premium and have found that it works perfectly, just turn on compatibility mode. If it doesn't work on Windows xp you can try setting the compatibility mode to Windows 95, 98, or Millenium edition. If that doesn't work you can try reinstalling Army Men RTS. If it still doesn't work then try updating the drivers for the video card.
