Yes. Big Ben is a strong structure built mainly of stone. Most tornadoes are actually relatively weak, causing minor to moderate damage and only destroying weak structures such as barns and sheds. Even fairly strong tornadoes usually don't destroy large masonry buildings. Perhaps an EF5 tornado could destroy it, but it is extremely unlikely that such a violent storm would strike London.
Big Ben was not bombed in World War II, although the chamber of commons was. Apparently, no damage was sustained by Big Ben.
