When a engine is real cold, The oil in it becomes thick and heavy, The intire engine contracks and everything inside of it gets tighter then it would be if is was warm.
So in terms; The starter has to be in good working condition to be able to turn the engine over. There's alot of starter problems in the winter time.

look at LMC truck company.. they have stock style dual cats and dual exhaust for a 5.7 (350cid) but they'll fit on your 305cid... that is if your 305 is a truck
1994-96 350CID/5.7L 260HP......but many people say they were underated I have driven lots of these cars and would say 320 to 340HP
if it is a 350cid/5.7l vin p engine......the water pump leaks right on top of the distributor......its a cap/rotor and when wet it wont start
It sounds like your timing is retarded. Advance the timing just a bit and try it, repeat and try it till it starts. Better yet get it timed.
A small block Chevy has a 4inch bore. When you bore one 30 what you are doing is removing .30 thousandths from the cylinder. That would make the bore 4.030 or turn a 350cid into a 355cid.
