GPU memory is independent of the motherboard that runs its own memory. You can have only one type of memory on a motherboard, ie. DDR3, and have a graphics card with built in DDR5 memory. Short answer is yes, they are independent of each other.

The Sempron LE 1300 runs on the AM2 socket from AMD, which is almost never found on the same motherboard as DDR3 memory slots. You might be able to find one or two, but they won't work as effectively as a motherboard with Socket AM3 and DDR3 memory. The Sempron 145 "Sargas" core is based on the AM3 socket, and is available from Newegg for $39.99, as well as AM3 motherboards for around $40.
Tri-channel is only supported by Intel at the moment, and I'm not sure if AMD has any plans to support it in the future. AMD motherboards will accept ddr3, assuming you have and am3 socket motherboard, but will only work in single or dual channel.

Power regulation and clock signals for that memory is regulated by the GPU.The DDR2 memory on the motherboard is a completely separate situation with the voltage and clock signal being regulated on the motherboard. Yes, it should without a problem. Video cards have their own memory, and it doesnt matter if the video memory is a different type to the motherboard memory.

Unfortunately, no. DDR RAM will not work in a DDR2 motherboard, and DDR2 RAM will not work on a DDR3 motherboard. There are a few motherboards that have slots for both DDR and DDR2, so it is conceivable that there could be motherboards with slots for both DDR2 and DDR3.
