1) The breed association must allow artificial insemination or the foal cannot be registered. The Jockey Club (Thoroughbreds) is still a live cover only breed.
2) The breeder has a very specific stallion in mind for the mare and it is more economical to ship semen and pay for veterinary services than it is to ship the mare/mare and foal to him.
3) An older mare or sub-fertile stallion may have a better chance of getting pregnant or producing a pregnancy through artificial means.
4) Natural breeding is easier than artificial means. It doesn't require training beyond
livestock handling and if pasture breeding is used breeder relies on stallion and mare to breed without direct participation of the breeder.
