Because they had committed crimes. The laws that they had broken may have been ridiculous, or what we would retrospectivly call illegal, but they would have been the laws of the time.

In most countries a broken windshield or indeed a windshield with a stone chip above a certain size or one which is in line with the drivers sight, would be certain to fail a vehicle inspection (and in the UK would be illegal to drive). I cannot see that the laws in Alberta would be any less stringent.
if you have a cast, or are required to wear a brace then my guess would be NO. It may differ from state to state, but in Florida (where I live) it is illegal!
The US government broke all treaties with the American Indian. They viewed the Indian as poor, simple savages and therefore thought it was fine to not honor the treaties. Surely, the ones who negotiated the treaties probably felt they would be honored. It was a case where the US government felt superior and untouchable and they wanted the land and minerals , so they took them.
