Yes, it is to some degree. The stonger it is (the more concentrated), the lower the pH, and some bacteria just can't handle it. But if you're seeking something for its antibacterial effect, this should not be on the list of things you want.

Lime juice does not kill all types bacteria. It is used in raw meat dishes in Mexico and other continues.

No, lemon juice does kill E. Coli, but it does not kill salmonella. Citric acid, (C 6 H 8 O 7) is not powerful enough to kill a such disease like salmonella.
