It depends on your state whether they have your freedom of movement blocked by court (LEGAL) action. In my state, you can loose your driver's license, your tax return and yes, even sit in jail if you are in arrears on your child support. So, I would imagine somewhere along the line, you would be flagged federally as well. This would bring to question if leaving the country. You would need a passport and I am sure that would be noted on that as well.
There are many lists you would not want to be on. The NO FLY LIST has those with many reasons on it. If you are in contempt of court for owing the child support, and you do not bring it up to current, someone WILL find out.
