In general a democratic government uses exceptional legislative power to create a war economy. A war economy is highly planned and funnel resources into the production of war time goods. This can either be accomplished through voluntary reductions or legislated reductions. This can take the form of rationing and limits on production. For example in many countries there were rations on sugar and gasoline which required ration stamps to purchase. The government can also call for a decrease in activity in an industry. For example car manufactures can be asked (or legislated) to reduce the production of civilian vehicles to reduce resource consumption (like rubber for tires) to focus on building and supplying military vehicles; Ship yards can be asked to stop making private craft and divert there industry to military activities. Governments can also raise money for the funding of war by issuing bonds which are re-paid when hostilities end.
During both World Wars, the United States government tried to control the economy at home by rationing certain items in the grocery stores, like sugar and butter. They also rationed gasoline. The people were also asked to donate metal items for recycling and to buy Savings Bonds to fund the war efforts.
Food items, especially sweets, cookies and cakes were always welcome. Some soldiers on the line were continually afflicted with digestive troubles and requested frequent letters supplemented with as much toilet paper as could be crammed into the envelope, to augment the small packs which came in the ration boxes. My uncle wrote his mother and asked for skin lotion, which she sent. He also asked for a wrist watch, no doubt a handy item for coordinating actions on the front line. He also asked for handkerchiefs (but not highly visible white ones!). Front line soldiers were living basically like people camping out, in holes in the ground, hardly ever indoors!
I know that the government asked citizens to donate metal (for bullets) and bacon grease (for rubber).

In the United States, the Government ultimately gets its power from the people. If everyone in America decided they wouldn't be ruled anymore, the Government would be powerless. Then, of course, there is the power money can bring...

It is a very difficult task to take care of a group of people. Much more difficult is to try to take care of 112 million people. Besides, the same question would be asked about the American government.
