you can't. But it is a good idea to keep a pack of tama batteries in stock so when one wores out you just take the old battery out and place the new one.:)
They turn on and off by taking the battery out and putting it back in or if it has a switch then you could use that.

Have you tried hooking a battery charger up , or getting a battery boost from another vehicle or battery jumpstarter pack ? Are your battery cable connections clean and tight ?
I would try unscrewing the back of your DSi XL and taking out the battery. Wait 10 or more seconds and then put it back in. If that doesn't work then try replacing the battery. Failing that you'll have to look for somewhere that can repair it.
If your Nintendo DS won't turn on even after you have charged the battery to full, you may have to purchase a new battery pack. Most battery packs for phones, computers and games will last you about 2 to 3 years.
