Certainly, a clogged fuel filter(depending on the car there could be up to five fuel filters) could make your car stop running. However, when posing a question about your car don't leave your mechanic in the dark! He needs to know the make, model, year, mileage and under what conditions the problem/problems occur. In my forty plus years mechanical experience I've found it is generally a combination of problems which lead to the symptom.
fuel filter
A clogged fuel filter or fuel line will likely make your car sputter as if it is going to stall.
A clogged fuel filter can restrict or prevent fuel flow. This would starve the engine of fuel, and cause it to shut down due to lack of fuel.
It means you have a leak. If it's black, the fuel filter housing would make a likely suspect.
Filter out debris from the fuel.
It could. Replace the filter and you will then know if that is the culprit.
From what the dealership told me when I got the car, and several times after, the only fuel filter on the car is at the bottom of the gas tank. Since this is a non serviceable fuel filter, it would never have to be replaced.
If your car has the fuel injected V6 the fuel filter is next to the fuel tank. If your car has the carburetor the fuel filter is in the inlet to the carburetor.
Yes
I would change the fuel filter first; I suspect it could be a fuel delivery problem ; but make sure air filter is clean also.
A plugged air filter, a plugged fuel filter, incorrect fuel pressure, a plugged catalytic converter/restricted exhaust or it may be just in need of a good tune up.
